The Initiative is a secret government military organisation that kills and sometimes captures 'sub terrestrial hostiles'. A 'military monster squad' if you will. It is not known how long they have been in existance, but they were functioning in some form in 1942, when they coerced Angel into ensuring a captured German submarine carrying a rather special cargo of vampires, makes it safe to port. In 2000, The Initiative is known to have had a base in Sunnydale, a haven for demon capturers. Their base is hidden beneath UC Sunnydale and manned by personnel posing as Students, Teachers and Teacher's Assistants. Here they host a range of captured demons which they experiment on, and the mysterious room 314 which holds the biggest experiment of all: Adam, part man, part robot, part demon. Unfortunately, The Slayer happened along and destroyed both Adam and The Initiative's secret base, the experiment was abandoned and The Iniative moved on to pastures new.
